According to the Illinois Driver’s Manual that I’ve read, the Secretary of State (SOS) maintains a record of its resident’s traffic accidents and violations. And since the state of Illinois is a member of the Driver License Compact (DLC), this give rights to other members states of DLC to forward your out-of-state moving violation to your home state Illinois. And Illinois will then treat that out-of-state violation as it happens here.

Basing on the driver’s manual that I’ve read, there’s no mention regarding your friend’s claim about your driving record starting from fresh once you’ve turned 18. But to make sure, you can check with the SOS.

This SR22 certificate needs to be submitted to the Secretary of State in Springfield.

The process for submitting SR22 insurance in IL may take about a month. Once it is received at the Secretary of State in Springfield, your sister will then receive a copy of her SR22 insurance.

Your sister needs to maintain her SR22 insurance for a period of three years or that would be for 36 months. By pooling these premiums collected and working with people who are good with numbers, they can afford to pay you and Joe and Harry and Moe and all other policy holders the amount they guaranteed to pay you or your beneficiary when the conditions of your contract have been met.
